And Thranduil is a lot easier to save in a battle since you can just use elven cloak and he becomes almost invincible this way. An argument against this might be that Legolas' extra damage is permanent not temporary but Thranduil's powers recharge pretty fast for their power. Therefore Thranduil in fact gets the better bonus since he can actually do good damage vs buildings which Legolas never can, even with hawk strike it's not that good. Only against buildings it would matter but since they are archers their damage vs buildings is very low anyway, unless you count Thranduil's level 7 power. Tbh extra damage isn't enough to make Legolas better than Thranduil since they both one hit most normal units anyways and extra damage isn't going to matter much there. The extra damage still isn't enough to one hit certain heroes with a level 10 Legolas, which Thranduil can do at level 10 with thorn of vengeance. Train Archers is good to boost your Mirkwood Archers to a higher level for example. Knife Fighter is great for fighting against melee units as he gets an armor boost so he'll last longer. Hawk Strike has splash damage and is excellent against clumped units. Legolas on the other side, deals more damage and is more targeted towards army killing. Ow and I forgot Cloak, which is superb to hide from attacking enemies. And last, but certainly not least, Thorn of Vengeance. It also increases his range to 500, the range of siege weapons. His third ability, Dead Eye, gives him an excellent damage boost, making him very powerful from range. His second ability allows units to be stealthed. Thranduil's abilities are more targeted towards stealth attacks as his first ability, allows him to shoot while stealthed in a forest. They both have light hero armor, they both have the same health, so their defence is identical.
